Oman launches National One Government Team Initiative to transform public service culture

Muscat: The Royal Academy of Management (RAM) inaugurated the first interactive workshops of the National One Government Team Initiative in Muscat Governorate on Wednesday, marking a significant milestone in developing an impact-driven mindset within government operations and reinforcing the central role of public service in achieving unified national objectives.

Dr. Ali bin Qasim Al Lawati, Chairman of the Royal Academy of Management (RAM), addressed a press conference at the Diplomatic Club, emphasizing that these workshops represent a crucial phase in the initiative's implementation. "This initiative responds to the Royal directives of His Majesty Sultan Haitham bin Tarik to operate as a cohesive, integrated system and to strengthen the individual's positive contribution within the government work environment," he stated.

Dr. Al Lawati highlighted the strategic significance of this launch, which embodies the collaborative spirit of the One Government Team approach and ensures continued engagement with target institutions throughout all initiative phases—from design to post-implementation. He affirmed that the success of this initiative depends on the collective effort of all those working toward Oman's future development.

The five-year initiative will encompass all employees of the state administrative apparatus across various occupational grades and will be implemented throughout all governorates of the Sultanate of Oman. This comprehensive rollout aligns with the nation's decentralisation policies and supports the empowerment of local administration systems.

Through this programme, Oman aims to establish a distinctive national model for governmental change management that can inform future comprehensive initiatives. The initiative supports the realization of Oman Vision 2040 objectives by embedding a culture of impact-based performance and fostering integration among state institutions, civil society and the private sector.

Hilal bin Mudhafar Al Riyami, Head of the National One Government Team Initiative, described the workshop launch as a pivotal moment in the initiative's trajectory. "Today marks where the Academy meets the first cohort of our national cadres who will contribute to implementing the initiative's framework," he noted, revealing that this initial workshop represents the first of 100 scheduled for the initiative's inaugural year.

The workshops are designed as collaborative intellectual spaces primarily focused on aligning personal and institutional objectives while enhancing awareness of each employee's substantive impact within their organisation and broader society. "These sessions emphasize the employee's fundamental role within the unified government team beyond formal job classifications," Al Riyami explained. The workshop structure incorporates preparatory activities followed by phased monitoring and interaction conducted in partnership with participating institutions.

The one-day workshop constitutes one component within a comprehensive initiative framework that includes a "Facilitators Training Program," a national communications campaign under the "Media and Communications" element, and ongoing "Impact Measurement" mechanisms for continuous evaluation and improvement.

The initiative has established dedicated communities comprising participants, heads of participating units, facilitators, and supporting media representatives. Additionally, 57 ambassadors from target institutions will facilitate the integration of initiative principles into daily operations and ensure participant engagement continues beyond the workshop experience.

During its first year, the initiative will engage 5,000 employees from 19 government units across Muscat, Dhofar, Musandam, and North Al Batinah governorates. Subsequent implementation phases will extend across a five-year timeframe to include all state administrative apparatus employees at various management levels.

The National One Government Team Initiative was developed through extensive focal sessions involving multiple employment grades. While grounded in behavioural science and international best practices, the Royal Academy of Management has employed an approach rooted in Omani values and cultural identity. The one-day workshop was designed as an integrated behavioural science-based experience with content specifically customized for different target groups.

First-year participants include employees from various administrative levels nominated by 19 government entities: the Oman Vision 2040 Implementation Follow-up Unit, Ministry of Health, Ministry of Housing and Urban Planning, Social Protection Fund, Authority for Public Services Regulation, Ministry of Education, Ministry of Higher Education, Research and Innovation, Ministry of Social Development, Ministry of Commerce, Industry and Investment Promotion, Ministry of Culture, Sports and Youth, Ministry of Labour, Ministry of Transport, Communications and Information Technology, Ministry of Finance, Ministry of Information, Public Prosecution Department, Muscat Municipality and the offices of Governors in Dhofar, Musandam and North Al Batinah governorates.
