Oman introduces electronic system for resolving rental disputes

Muscat: The Minister of Interior has issued a new decision establishing a regulatory framework for the electronic resolution of rental disputes in the Sultanate of Oman, marking a significant move toward digitising judicial and administrative procedures related to tenancy matters.

The decision sets out clear mechanisms for resolving disputes between landlords and tenants of residential, commercial and industrial properties through a dedicated electronic system.

It defines key terms related to the process, including the Rental Dispute Resolution Committee, applications for dispute settlement and the approved digital platform through which cases will be submitted and managed.

Under the new framework, rental dispute applications may be filed electronically, along with all required documents such as the contact details of the disputing parties, proof of payment of prescribed fees and information relating to legal representatives, where applicable.

All procedures and case-related documents will be recorded digitally, with access restricted to authorised individuals and subject to approval by the committee chair. Proceedings will be documented electronically without the need for physical signatures.

The decision assigns the committee secretary responsibility for registering applications on the electronic system and notifying the concerned parties of the hearing date within seven days of submission. In cases where electronic notification is not possible, notifications will be issued using the methods stipulated under the Civil and Commercial Procedures Law.
