Oman boosts transparency and accountability in public projects

Muscat: The Projects, Tenders and Local Content Authority, in cooperation with government entities, is implementing a comprehensive performance measurement system aimed at enhancing the planning, execution, monitoring and evaluation of government development and operational projects, while strengthening local content and supporting the goals of Oman Vision 2040.

The framework seeks to improve project management efficiency, enhance the quality of public spending, and establish a unified methodology for measuring the performance of government contracts, procurement activities and local content outcomes.

According to Dr. Ali bin Saud Al Harthy, Planning Consultant at the Projects, Tenders and Local Content Authority, the system relies on data generated through the government’s digital platforms “Adaa” and “Esnad,” which enable the electronic management and tracking of projects and procurement procedures, improving coordination, accountability and transparency across government institutions.

Three Key Performance Pillars

The framework is built around three main performance criteria:

1. Planning and Organisation Efficiency

This pillar focuses on developing integrated development plans, identifying project priorities, involving stakeholders and communities in planning, and establishing clear and measurable targets for every project.

It also emphasises local content requirements, including the use of national products and identifying opportunities for local manufacturing and employment.

A key indicator measures the availability of five-year project implementation schedules, helping authorities align resources, reduce implementation changes and improve long-term planning.

2. Execution Efficiency

This criterion evaluates project performance from initiation to completion by measuring adherence to approved timelines, costs, quality standards and local content targets. It also tracks stakeholder accountability and coordination to minimize delays and improve implementation outcomes.

Financial management indicators assess whether projects remain within their original budgets and limit change orders that often lead to delays and cost overruns.

Local content receives special emphasis through indicators measuring the extent to which completed projects achieve approved targets related to local business participation, national workforce employment and support for local suppliers.

3. Integration, evaluation and development efficiency

The third pillar measures how effectively development plans are translated into actual projects and evaluates the implementation of corrective actions arising from monitoring and assessment processes.

It also incorporates contractor performance records into future tender evaluations, helping government entities select qualified contractors, improve contract outcomes and reduce project risks. Authorities are currently developing a comprehensive digital database to assess contractor performance across completed projects.

Supporting innovation and transparency

The framework also encourages government agencies to adopt innovative solutions and modern technologies, measuring their impact on project quality, resource efficiency and service delivery.

Officials expect the new performance measurement system to strengthen governance, transparency and accountability in government contracting, create healthy competition among public entities, improve service quality and maximise the economic and social returns of public investments across the Sultanate of Oman.
