Musca: The Sultanate of Oman has launched the National Cyber Security Strategy 2026–2030, establishing a national and institutional framework to strengthen cyber resilience, protect national interests, ensure the continuity of essential services and create a secure and reliable cyberspace that supports innovation and the digital economy.
The strategy was prepared by the Cyber Defence Centre in partnership with government and private-sector entities, in alignment with the objectives of Oman Vision 2040.
The strategy seeks to safeguard Oman’s national interests in cyberspace. Its mission focuses on strengthening governance and trust, protecting society through knowledge and awareness, developing qualified national capabilities, building resilient infrastructure, expanding cross-border partnerships and fostering a thriving cybersecurity economy.
It is built around five key pillars:
Cybersecurity governance
Cyber resilience
Cyber capacity building and awareness
Cyber cooperation
Cyber economy
The strategy is guided by several principles, including an integrated government approach, sustainable capacity building, viable national initiatives, cyber foresight, effective local partnerships, international cooperation, resilience and adaptability.
Key priorities include strengthening cybersecurity governance, enhancing public-private sector cooperation, updating legislation, raising national readiness to respond to cyber threats, developing national expertise and capabilities, and capitalising on investment opportunities in the cybersecurity sector.
The Cyber Defence Centre will oversee implementation of the strategy throughout 2026–2030, with periodic reviews to ensure it remains responsive to technological and cybersecurity developments and to assess progress in achieving its objectives.
Established under Royal Decree No. 64/2020, the Cyber Defense Center is Oman’s competent authority for electronic defense and plays a central role in protecting the Sultanate’s vital interests in cyberspace.
The centre is responsible for strengthening national cyber readiness, coordinating cybersecurity efforts, protecting digital infrastructure and essential services, and enhancing cooperation with relevant entities regionally and internationally.
It also prepares national cyber defence and security strategies and develops related regulatory frameworks, policies and plans in coordination with the relevant authorities, while supporting national capacity development and local and international cooperation to strengthen Oman’s overall cyber defence system.
